Misnktrans: Planning fines is like planning how many people will slip

If the budget contains the column “Fines”, they have to be planned in lower instances too... However, they have given a logical explanation why it cannot be done in an interview with Euroradio.
The State Control Committee was either surprised or scared by the question… The reaction was very emotional!

SCC: “Oh my! That’s... Oh, no!.. Fines are not planned anywhere!” .

The control service of “Minsktrans” also refutes such plans. They say that it is like planning how many people will slip in a month!

"Minsktrans": “How can we plan it? It cannot be done – we are interested in people paying the fare. A fine is just a method. But we are interested in every passenger paying the fare. We work according to this idea. Fines are secondary. In my opinion, it is tactless to even speak about fine plans”.

Euroradio has received the same response from Minsk tax inspectorate.
Tax inspectorate: “Oh! It is impossible! Administrative responsibility and fines depend on the work of the enterprise. It can either make a mistake or not. Saying that the driving inspectorate is planning to collect a certain number of fines for jaywalking... No way!”

Can the driving inspectorate plan how many people will jaywalk? However, it seems that they do not understand the question.


Driving inspectorate: “You can plan production at a plant. If a person violates the rules, then he violates them. How can it be planned? 200 people will violate the road rules this month… It is unreal. A plant can plan to produce 200 refrigerators and TV-sets, it is understandable. But the driving inspectorate cannot plan that 200 people will violate the road rules…”

Economist Syarhei Chaly says that it can be planned but the means can be different.

Syarhei Chaly: “Plans differ… You can predict how many fines will be collected and the approximate income. It can be done the way taxes are predicted. However, it will become a problem if it is considered to be an obligatory plan – “why hasn’t the plan been fulfilled?”… This is the main issue”.
Interestingly, the budget of the Russian federation contains the column “Fines” while there is no such column in the Ukrainian budget. There is only the column “”Other non-tax supplies”.
