National security agencies are deprived of benefits again, but they return them anyway
The President has decided to give equal rights to all citizens and has finally deprived members of offices of Public prosecutor, policemen and other security agencies of their benefits. However, ERB has found out that the majority of them will keep using public transport for free. The President signed an Order “On some social and legal guarantees for military men, judges and members of offices of Public Prosecutor” on April 3. In addition, he cancelled decrees on benefits for using public transport. Let us remind you that a decree “On benefits” signed last year did not cancel any previous decrees allowing members of security agencies to use public transport for free after presenting their insignia. They used this legal misunderstanding to avoid paying the fare.
However, ERB has found out that even the cancellation of the Decree on insignia has not deprived members of security agencies, offices of Public Prosecutor and many others owners of insignia of the possibility to avoid paying the fare on trams and buses. According to the head of the press service of the general office of Public Prosecutor Mihail Vavula, organizations will start buying season tickets for employees using their own budget money instead of using insignia.
Mіhaіl Vavula: “The decree says that heads of organizations including offices of Public Prosecutor have the right to take decisions about the categories of employees who will be given season tickets bought by the organization”.
According to the head of the press service, Belarusian offices of Public Prosecutor have not decided who deserved a free season ticket yet. They say that local administrations will decide it. However, the member of the General Office of Public Prosecutor thinks that it will be people whose work involves a number of business trips.
Mіhaіl Vavula: “Logically, it will be people - in our case they are employees of offices of Public Prosecutor - whose work involves business trips”.
The head of the press service could not answer how many people would receive free season tickets from offices of Public Prosecutor. He did not want to answer whether there was any sense in cancelling free tickets for owners of insignia so that organizations would have to buy tickets for their employees either.
Mіhaіl Vavula: “The decision was taken by the President and it should not be discussed”.
ERB turned to Misnktrans to find out whether policemen had started buying tickets. However, the head of the financial economic department Hanna Mihailouskaya said she had never heard about the President’s decree and the fact that policemen were forbidden to use their insignia to avoid paying the fare.
Hanna Mіhailouskaya: “No, I haven’t seen it yet. But we will study it, we will find this decree and we will inform our employees and ticket collectors about it”.
The employee of Minsktrans assured us that ticket collectors would not be afraid to demand tickets from policemen. They will even fine them if they try showing their insignia.
Hanna Mіhailouskaya: “If there is such a decree and if it clearly states they should present tickets, why should ticket collectors be afraid to demand it?”
She noted with great satisfaction that the income of their organization would increase due to policemen’s benefits cancellation.
