Is Belarusian ADSL the most expensive?

The Information Technology and Innovation Foundation (ITIF) has published a rating of countries according to the speed and quality of Internet connection. There was no place for Belarus in the rating in spite of the fact that about a third of Belarusians are Internet users. The criteria for inclusion in the rating was the spread of the broadband connection, the average speed and the price of 1 Mbit at the highest speed tariff. The top three countries are South Korea (distribution – 90%, average speed 45.6Mbit/s, $0.45 for 1 Mbit per month), Japan (52%, 61.0 Mbit/s, $0.27) and Iceland (83%, 6.0 Mbit/s, $4.99).

According to the “Komputernye Vesti” edition, the unlimited access to ADSL (1 Mbit/s) costs $986 per month in Belarus which is almost 30 times as much as it costs in Russia ($33), 47 times more than in Latvia ($21), 50 times more than in Poland (20$) and 55 times more than in Lithuania (18$).
