University of Culture graduates to be sent to rural areas on mandatory job assignments

Over 80 percent of those graduating from the University of Culture in Minsk will go to the country’s rural areas to help raise cultural level in the villages, according to an order from Culture Minister Uladzimir Macviacuk. The European Radio for Belarus visited the university to talk with Tacciana Huryna, who is responsible for graduates’ assignments this year.

321 state-sponsored graduates have already been assigned. Indeed, over 80 percent of the future professionals will work outside of Minsk, she told the European Radio for Belarus.

Tacciana Huryna: “Since there is a national program to support small- and medium-size towns, we, being a government-run institution, must take part in the implementation of this program.

It means that we must provide cadres that are trained in cultural activities to villages as well as small and medium-size towns. If someone is trained at the cost of the government, he/she must bear certain responsibility. It means that he/she must work where he/she is the most expected from the government’s point of view.”

According to Huryna, all of the graduates will work in accordance with their professions. For instance, drama directors will be assigned to district and town culture houses. We decided to call the house of culture in the town of Drahicyn, Brest region to find out whether they were really in need of a young professional.

“We do need a drama director, indeed! I can’t express it with my words! We lack a professional with a higher education in this field. These are the most needed people that we are expecting and will welcome with pleasure!

Young specialists will be provided with free accommodation and they will have a contract for two years. We are currently building a lot here, but only a young family that registers in a line will be eligible for an apartment. But, this is a quick process,” Tacciana Iljutka, the director of the house of culture in Drahicyn, told our radio.

This year, none of the graduates of the University of Culture wished to refund the education fees to the state and receive a free diploma. The Belarusian singer, Hanna Sarkunova, who won the Song of the Year national song contest last year, will also take off to her native town of Pinsk in Brest region after graduation from the Belarusian State Pedagogic University.

Hanna Sarkunova: “I am majoring in Music and Social Pedagogic. I have been assigned to work as a social pedagogue, i.e. working with children from troubled families. I will have to visit families. It means it will be a very difficult job. I don’t know if I will be able to cope with it. Working with music could be much easier for me.”

Sarkunova’s producer Uladzimir Kubyshkin, the girl will continue with her singing career, even if she ends up in Pinsk.

Uladzimir Kubyshkin: “300 km off the capital, Pinsk is not a remote location. I think that Ania would continue performing also in Minsk at grand concert stages.

I am confident that Ania is quite a famous and publicized personality. We hope that we will find understanding with her managers in Minsk, and they will let her go to take part in serious singing events, photo sessions, video productions, etc. Everything will be okay. Her career will go full steam ahead at 100 percent.”

From outside, the issue of mandatory assignments for graduates in Belarus looks very sweet. Students are promised accommodation, high pay and many other benefits…But while preparing this report, our correspondent received a huge number of letters, suggesting a totally opposite story…Please, tune in for more on this issue in our future reports.
