Ministry of Economy: China’s technical and economic plan is incorrect!

Euroradio has tried to find the technical and economic plan of the construction of the Chinese-Belarusian Industrial park. Suddenly, the Ministry of Economy has claimed that it was an absolutely unnecessary document.

The project of the construction of the Belarusian-Chinese Industrial park was approved by the Council of Ministers and sent to the President. Euroradio has checked what documents are publicly available now. The draft appeared on the Internet even before the approval. And… there is nothing else. The technical and economic plan prepared by the Chinese has not even been presented to the inhabitants of Smalyavichy where the park will be built.

“The only thing we have now is the draft of the decree containing the expenses”, - said activist of “Tell the Truth” Mihas Pashkevich to Euroradio. He is helping Smalyavichy inhabitants stand upon their rights:

“Nobody has seen the plan. They do not want to show it. They say that it is a secret document and that there is nothing important in it”.

According to Pashkevich, even people living near the future park have been refused.

Mihas Pashkevich: “They just told them that they would not show it because the document was secret. But there are rumours that the park is a copy of Chinese industrial parks in Singapore. However, nobody but the Ministry of Economy has seen the plan!”

I phoned the Ministry of Economy as people said that it was the only institution to have seen the plan. But they refused to show the document as it was... “absolutely incorrect”.

“It will not be presented because the document is absolutely incorrect. It will be replaced... It could not even exist. We lacked data for normal work as data costs a lot”, - said Kiryl Karatseyeu, head of the chief investment department of the Ministry of Economy.

The topographic work costs about 4 billion roubles and the project work will cost millions of dollars. The work will start after the President signs the decree.

Kiryl Karatseyeu: “Everything that was done before was so raw that it even caused additional questions... The document was sent from one ministry to another. Somebody printed it. But they could take any draft and say that it reflected the position of the government. However, it is wrong. People make mistakes. The same has happened here”.

If a real technical and economic plan could be created, it would be shown to the people, promised Kiryl Karatseyeu. “The park will be built for everyone, not for the Chinese”, - he reassured.

However, people are mostly worried about the fact that 600 thousand Chinese will arrive in Smalyavichy!

As Euroradio has found out, there are more than 1.5 thousand Chinese living in Belarus now. It is 20 times more than after the population census in 1999!
