Russia becomes temporary head of Collective Security Treaty Organization

Russia has become a temporary head of the Collective Security Treaty Organization in connection with Belarus’ refusal to take part in the CSTO summit. RIA “Novosti” informs that the Russian President Dmitrii Medvedev claimed it in Moscow on June 14.

The main topic of the summit is the creation of the Collective Forces of Efficient Reaction (CFER) and the prospects of their development.


Belarusian Ministry of Foreign Affairs: Decisions taken in Moscow are illegitimate

Belarus has claimed that the decisions taken at the CSTO summit in Moscow are illegitimate. The absence of our country at the meeting in Moscow has been ignored and CSTO documents have been signed without its participation.

The refusal of Belarus to take part in the Moscow session of the CSTO is not a whim nor a desire to destroy the Organization as some people may wish it to look like. The press secretary of the Belarusian Ministry of Foreign Affairs Andrei Papou has claimed it.

Mr. Papou considers Russia’s actions to be an attempt to ignore a principal position of a CSTO member-state and to ignore the main rule of the Organization – a consensus needed to take all decisions. According to it, the opinion of all member-states of the organization in the field of security should be taken into account.

Let us remind you that the official Minsk has refused to take part in the CSTO summit in connection with “the milk war” between Belarus and Russia.


Medvedev urges Belarus to stop “milk and meat hysterics”

The Belarusian authorities should solve economic problems with Russia with the help of bilateral contacts and stop politicizing them and “going into hysterics”. The statement has been made by the Russian President Dmitrii Medvedev at a press conference in Moscow.

RIA “Novosti” reminds that the Belarusian delegation did not the CSTO summit on June 14, and explained this step by Russia’s “economic discrimination” in connection with the milk issue.

According to Medvedev, Russia takes Belarus’ refusal to attend the CSTO summit in its stride. The Russian President has expressed a hope that “the milk and meat hysterics” will not spoil the work on the creation of the Collective Forces of Efficient Reaction.

He has called the milk conflict between Russia and Belarus a technical issue that can be solved very quickly to avoid its politicalization.

Dmitrii Medvedev has reminded that Russia is allocating huge financial resources to Belarus and that Belarus’ export to Russia makes up to 93% of the whole export of meat and milk.


Medvedev: Belarus may join CSTO summit’s decisions later

Belarus has not taken part in the meeting of the Council of CSTO member-states’ leaders and has not signed the new documents but it may do it later. RIA “Novosti” informs that the Russian President Dmitrii Medvedev has claimed it.

Let us remind you that Belarus has not signed the agreement on creation of the Collective Forces of Efficient Reaction — a united military grouping of the CSTO.


CSTO military grouping created in absence of Belarus

CSTO leaders have signed an agreement on creation of the Collective Forces of Efficient Reaction (CFER) in the absence of the Belarusian President. RIA “Novosti” informs about it referring to the Russian President Dmitrii Medvedev.

A document including the agreement on the Collective Forces and the decision of the Collective Security Council on the composition of the CFER has been signed in Moscow.

Let us remind you that the Belarusian delegation has not attended the CSTO summit today, on June 14. The official Minsk explained this step by Russia’s “economic discrimination” in connection with the milk issue.


Byalkouski: “Milk war” started due to Russian producers

Russian dairy companies are to blame for the Belarusian-Russian “milk war”. A political scientist Stanislau Byalkouski has expressed this opinion in an interview with the First Channel.

In the expert’s opinion, Russian consumers will suffer most because of the conflict because cheap Belarusian products may be replaced by more expensive overseas products.


Minsk disagrees with decisions taken at CSTO summit

The Belarusian Ministry of Foreign Affaires has sent an official note to the Secretariat of the Collective Security Treaty Organization.

It informs that Belarus’ refusal to take part in the meetings of the Collective Security Council, the Council of Ministers of Defence and the Committee of Security Council Secretaries means that our country disagrees with the decisions that may be taken and considered by the organs. ITAR-TASS reports that it testifies to the lack of consensus necessary to take the decisions.


Milinkevich: Belarus should head for independence

The leader of the movement “For Freedom” Alyaksandr Milinkevich has given an interview to ERB and discoursed on the steps that should be made by the country’s administration in the situation of aggravation of Belarusian-Russian relations.

Alyaksandr Mіlіnkevіch: “Belarus should be an independent state having good-neighborly, mutually beneficial and equitable relations. There should be a border between independent states. However, it can be defined in different ways: with the help of scandals or negotiations. We do not think it is necessary to create a union state. It will always mean the absorption of Belarus”.

Speaking about the position of the EU in the current situation, Alyaksandr Milinkevich says the following:

“I do not think that Europe will buy all Belarusian milk in response to the fact that it cannot be sold in Russia… We should simply head for the state’s independence”. Then the relations with Russia will be regulated as market relations. They should be market, not brotherly. Market relations regulate everything and I am sure we will soon switch to them. It will be same with Europe too. Europe is not interested in reacting to certain problems all the time; it is interested in stabilizing the Belarusian economy, modernizing it and making Belarus a more independent state”.


Lavrov suggests that Minsk should not connect economy and military security

The Russian administration is surprised about the decision of Belarus not to take part in the meetings of the CSTO in Moscow on June 14.

The leader of the Russian Ministry of Foreign Affaires Sergei Lavrov has claimed to “Interfax” that it is wrong to connect economic problems with military and political security. According to Lavrov, the official Moscow cannot understand the motives that have made Belarus not to take part in the CSTO meetings on June 14.


Yury Shautsou: Union state may disappear or “be frozen”

A Belarusian political scientist Yury Shautsou has commented on the aggravation of Belarusian-Russian relations and Alyaksandr Lukashenka’s refusal to go to the session of the CSTO Security Council in Moscow in an interview with ERB.

Yury Shautsou: “It is a very profound conflict. It is structural and system. There has never been a similar crisis in the Belarusian-Russian relations before. I would not exclude that the union state as a form of integration may disappear or be frozen”.

Shautsou hopes that Russia will not allow a rupture of relations with Belarus because it is interested in it. The actions of Minsk prejudice the very existence of the Collective Security Treaty Organization. The other member-states will watch the development of the Belarusian-Russian conflict and make their conclusions. This is what Yury Shautsou says:

“If Central Asian states and Kazakhstan do not see a real ally in Russia they will turn to the West and China, namely to the West”.


Will Union State end after introduction of check-points near Russian border?

The introduction of customs check-points at the Belarusian-Russian border will be the end of the Union State. A Russian political scientist Pavel Danilin expressed this opinion on the website “Relevant comments”.

According to him, the absence of customs offices and the freedom of travelling of citizens of the two states are the main achievements of the Union State.

Danilin considers the actions of the official Minsk to be blackmail aimed at getting credits for the Belarusian economy. He thinks that the credit promised to Belarus by the IMF is not going to be enough. That is why the Belarusian economy needs money from Russia.



Lavrov: CSTO documents will be signed even in absence of Belarus


The refusal of Belarus to take part in the CSTO session will not impede the signing of documents that will be submitted for consideration of state leaders. The statement of the Russian Foreign Minister Syarhei Laurou has been reported by “Interfax”.


Lukashenka considers Russia’s actions as attempt to destroy Belarusian economy


Alyaksandr Lukashenka sees no reason in taking part in the session of the Collective Security Treaty Organization in Moscow on June 14. The reason for it is the infringement of Belarusian economic interests despite of the fact that it is a member-state of the Organization.

Let us remind you that an agreement on creation of a common military grouping has to be signed at the meeting in Moscow.

BelTA notes that Belarus thinks that it is necessary to remember that the idea of collective security is complex. That is why the economic security of CSTO member-states is one of the terms of joint military security.

The note of the Belarusian leader’s press service informs that economy is the basis of collective security. Russia’s actions in the so-called “milk war” are considered to be an attempt to destroy the Belarusian economy and to force Belarusians on their knees.
