Certain groups of people to be excluded from decree on parasites

Tax offices will start sending first notifications about 'parasite' tax payments on August 1, 2016, reported Svyatlana Shauchenka, Deputy Chief of Department for Taxation of individuals at the Ministry of Taxes and Duties.

Ms Shauchenka: "As to the Decree on the Prevention of Social Dependency, we are working on the development of regulations that would include a sample order of persons who will pay a fee. These are people who have not worked, or persons who worked less than 183 days per calendar year."

Svyatlana Shauchenka noted that in 2016 there will be active work done to identify "parasites." The Ministry representative also said that there may be amendments in the decree. The concrete changes will be decided upon by the Ministry of Taxes and Duties before the end of the year.

Ms Shauchenka: "We are currently gathering information about the possible norms in the decree to adjust. There are certain categories of persons who may be included in the list of those who should not pay a fee. I cannot say specifically what categories those would be. The decision will be taken after the proposal is worked out. Information will be collected by the end of the year."
 
According to the Decree on Prevention of Social Dependency, the citizens of Belarus, as well as foreign citizens permanently residing in the country and stateless persons who do not participate in the financing of public spending or participating in such financing less than 183 days a year, have to pay a fee of 20 basic units (or 3.6 mln rubles).
