Will flat owners pay for “extra metres” according to entrepreneurs’ tariff?

The Ministry of housing services is considering the possibility of making owners of big flats pay for technical services the same amount of money as entrepreneurs do.
Minsk department of housing and communal services explained to ERB what “technical services” meant. An employee Liliya Fralova said:

“Technical services are everything connected with engineering networks operating and land improvement. You are owners of your flats. But we mean objects in general use, engineering systems: water-supply, sewers, electricity supply and cable grooming”.

In order to understand the tariffs used to charge Minskers for technical services, we phoned Minsk housing and communal services department #16. Its employee Maria Kalechyts said:

“The normal tariff for technical services is 296 roubles. Extra metres should be paid according to the normal cost price. That is 750.6 roubles. It turns out to be thrice more”.

Entrepreneurs are different. They have different tariffs and they even have to pay for elevators. Maria Kalechyts says:

"Their tariffs are different. They did not have to pay for elevators but now they are charged for it too”.

According to the deputy Minister of housing and communal services Henadz Lyapunou, entrepreneurs registered in their own flats have to pay 50% of the cost of housing and communal services while the other inhabitants pay 29.8%.  The issue will be reconsidered soon. The other inhabitants will probably pay as much as entrepreneurs do.

Thus, a family of three living in a flat of 90 square metres pay 20 720 roubles for 70 square meters and 15 708 roubles for “extra meters”. If the cost of extra meters rises to the level of the entrepreneurs’ tariff, it will be 26 356 metres. It turns out that extra meters will cost more than the standard 70 square meters.

However, the idea is still being discussed.
