Mikalay
Lazavik, secretary of the central election commission, told ERB that a new
version of the Electoral Code will be considered and approved in the near
future.
The
NationalCenter for Legislation and Legal Studies
is drafting amendments to the Electoral Code.
"Since
the election is scheduled for April, changes to the Electoral Code should be
adopted before April," Lazavik said. "The House of Representatives is
to give the legislation two reading during its current session, it should pass
the Council of the Republic, be examined by the Constitutional Court and signed into law
by the president. There is no time to waste, it is necessary to start working
immediately. I think the NationalCenter for Legislation
and Legal Studies, which is to draft the amendments, started working on the
bill literally yesterday."
The
changes have been recommended by an OSCE working group and are one of the
conditions set by Brussels for lifting sanctions
against Belarus.
The OSCE insists on simplifying and democratizing election observation
procedures.
