MFA: Belarus' part in Vilnius summit is in state leader's competence

The invitations to the Eastern Partnership summit have been passed to the diplomats of Belarus, Armenia, Azerbaijan, Georgia, Moldova and Ukraine by Vice-Minister for Foreign Affairs of Lithuania Andrus Krivas. The invitations are signed by Lithuania's President Dalia Grybauskaitė, President of the European Union Herman Van Rompuy and President of the European Commission José Manuel Barroso. The document does not contain Alyaksandr Lukashenka's name as the invitations were given to the states, not to the persons.

"We hereby confirm the fact of receipt of the official invitation to the Eastern Partnership summit which will take place in Vilnius," BELTA quotes Spokesman for the Ministry for Foreign Affairs of Belarus Adnrei Savinykh. "The invitation is identical to the ones passed to the other states-participants of the Eastern Partnership with regard to both contents and the procedure of passing. This is a principle issue for us as Belarus always insisted on equal approach to the interaction in the framework of the Eastern Partnership. Now, the issue of Belarus' participation in the upcoming summit is in the Belarusian state leader's competence." 

What prevents Lukashenka from inviting himself to Vilnius summit?
