Two kind of Lithuanian visas: national and Schengen

The head of the Visegrád Four (Czechia, Hungary, Poland and Slovakia) announced their desire to cancel any charge for visas for citizens of Belarus. However, national (internal) visas are unlikely to be cancelled. Lithuania will join the Schengen Agreement together with the Visegrád Four member states on January 1.
Darius Vitkauskas, the adviser of the Lithuanian Ambassador to Belarus, told ERB that internal visas for visiting only Lithuania would be given out together with Schengen visas:

“National visas will be valid after January 1 in spite of the fact that Lithuania will have joined the Schengen Agreement. Mostly Schengen visas will be given out but there will also be cases in which national visas could be acquired”.
