IMF: Belarus spends about 14% of GDP on state subsidies

Experts of the fund think that the Belarusian authorities could reduce subsidies and help low-income families. The IMF notes that the subsidies are direct and indirect transfers.  The latter include keeping the prices of some goods at the same level with the help of the budget.
