Lukashenka signs decree on privatization of public housing

On November 13, Alyaksandr Lukashenka signed a decree #524 "On privatization of public residential housing". As the press service of the head of state reports, the document is designed to eliminate the causes that prevent the implementation of citizens' right to privatize residential premises.

Due to the lack of technical certificates and state registration numbers of dwellings of communal or republican ownership  (there are about 114 thousands of such premises in the country), the decree includes norms providing for organizations that manageme or operate the specified residential premises, the right to make decisions on the privatization of residential premises located in single-family, block and apartment buildings, without documents certifying state registration of their creation and the origin of the right of state ownership, and data sheets for these accommodations.

The decree determines the possibility and procedure for adjusting the assessed value of residential premises, designed for the purpose of privatization, in cases where the action is necessary to optimize the unreasonably high cost of these buildings (non-residential buildings converted to residential houses built using expensive experimental techniques and so on). In this case, organizations that manage or operate the living quarters are granted the right to conduct an independent assessment of the market value of privatized dwelling, after which a decision on the privatization of residential premises is taken at a lower price.

The decree also provides that funds paid by employees of state organizations in order to cover the cost of construction of dwellings built by government organizations with partial funds of its employees shall be credited towards payment of the cost of living quarters with their privatization in proportion to the space of the premises, which were built from borrowed funds of these workers, the presence of concluded agreements on the joint construction of premises and (or) documents confirming the amount contributed by these employees.
