Election commission accuses member of discreditation

Instead of discussing the violations of the electoral laws, the election commission in Shklou focused on the behavior of a commission member who detected those violations.
On September 28, Piotr Migurski, a member of the district election commission in Shklou, noticed three protocols from the polling stations. All of them were signed by the members of an election commission, but one protocol from the village of Alexandria was not filled. In the other protocol, the numbers were written by a pencil. The protocol from the village of Bushlyaki was empty but also signed.

Migurski picked the protocols and filed a complaint about the violations with the Central Election Commission. The constituency election commission considered this fact at its October 9 meeting but discussed Piotr Migurski who was not supposed to seize the protocols and complaint to the central electoral authorities and was expected to resolve this problem within the local commission, the chairman of the commission said.

Commission chairpersons Tatsiana Kavalyova from Alexandria and Henadz Shantalosau from Bushlyaki insisted they operated in line with the electoral laws and the recommendations from the Central Election Commission. They described protocols that were taken by Migurski as drafts. The real protocols were allegedly lying nearby.

The chairperson of the constituency commission, Lyudmila Glyakava, described Migurski's actions as the discreditation of the commission and rejected his complaint. The chairpersons of the commission were warned against keeping draft protocols together with the official papers.

In an interview with the European Radio for Belarus, Piotr Migurski said:

"I had an impression that no-one was going to consider my complaint properly. They were rather discussing my behavior as a member of the constituency commission".

Ryhor Kastusyou, the former candidate who was running in the Shklou constituency against the "elected" chairman of the district administration Valery Ivanou, noted that the commission violated the Belarusian laws by making this decision:

"The local authorities in Shklou are trying to resolve this situation in a nice way. They only decided to discuss the personal case of Migurski. It is a violation of the Belarusian laws to make Migurski a criminal instead of those people who committed the violations".
