"Vitsebsk" FC not ready to replace "Partisan"

Let us remind you, a football club from Minsk "Partisan" made it to the top league, but was unexpectedly left without financing. The club looked for a new sponsor for several months. They considered such variants as the Russian company "Gasprom" and the Minsk city executive committee. However, no one wanted to finance the team. In the end, the club will not play in the top league.
However, "Vitsebsk" is not ready to take "Partisan"s place. According to Kanaplyou's words quoted by Football.by, it is practically impossible with the club's current budget.
