Scandalous video. Presinct election committee Chairman claims 28,6% turnout
The video was filmed by BCD observers at polling station 594 of Minsk East electoral district 107. The turnout recorded in the final protocol "grew" to 50,9%.
Starting from 1:14 second the video shows the presinct election committee Chairman saying that 317 people voted at that very polling station for the whole term of voting (including early voting, house voting and September 23 voting). This makes 28,6% of 1109 registered voters (and 1150 issued ballots). A little bit earlier, Chairman of the committee put more than 800 (according to him) ballots which had not been used on the table.
