Belarus-Georgia football match - dozens of thousands fans disappear?

According to official information, 13,000 people  attended the World Cup qualifying match between the national teams of Belarus and Georgia at the Minsk "Dynama" stadium on Tuesday.

On October 15, the “STV” TV-channel reported that 27 000 tickets had been sold to this match. Yesterday morning, BELTA informed: "The stadium is expected to be full during the football match between Belarus and Georgia." Allegedly, there were only 3 thousand tickets to sell.  So, where are the people?

It is worth mentioning,  that on Tuesday, a few hours before the match, Alyaksandr Lukashenka told the reporters that the national stadium was full with the help of the "administrative resources" at the match between Belarus and Spain. There were 31,000 people at the stands then. "We will not gather the people for the game against Georgia," - said Lukashenka. And, indeed, there were not enough fans.
