Students may be assigned for 10 years and more
ERB has found out that local authorities are watching students paying for their education. If they come across financial problems, they are offered to sign an agreement of intentional education with a long labour-rent.
The Minister of Healthcare Vasil Zharo suddenly claimed that district executive committees could introduce their own terms of assignment if they financed the education of students. According to the Minister, students from Puhavichy District have to work two years for every year of intentional studies. It turns out that such students will have to work for 10 years!
The rector of Medical University Pavel Bespalchuk explained to ERB that it was an anti-crisis variant for students experiencing financial problems.
Pavel Bespalchuk: “Regional officials have invented this variant of work. They are watching local inhabitants paying for their education. If they happen to lack money, they are offered this variant: a district can pay for their education in exchange for some labour-rent”.
According to the rector, the idea appeared last year. However, there were no graduates who signed long-term agreements last year.
Paval Bespalchuk: “There are provisions of assignment and they are the same for all universities – two years. There are no other terms at the moment. However, it would be great if people could work for about 35 years in the same institution and in the same place”.
The head of the personnel department of Puhavichy District Executive Committee Valyantsina Syarheyeva told ERB that they had to do it because they lacked doctors.
Valyantsіna Syarheyeva: “There was such a decision. But I do not know for how many years they have to work. It is a complicated personnel issue. We lack doctors. There are not enough doctors in the whole region and even in Minsk. It was said that they would try such a variant and conclude tri-lateral agreements with the executive committee, educational institutions and students paying for education”.
According to the Minister of Healthcare, they tried to take the opinion of students into account during the assignment but some of them burst into tears. A graduate of Medical University Dzyanis Vainitski says he also tried to talk to the Minister to solve his assignment problem.
Dzyanis Vainitski: “I was assigned to the village of Kryvichy in Myadzel District. Nobody explained anything, they just assigned me and that was it. I tried to talk to the Minister but the only thing he told me was “You may leave”. That was it”.
Despite the possibility of a 10-year labour-rent, the rector of Medical University claims that the measures are not repressive.
Paval Bespalchuk: “Tell the European radio: we welcome everyone to enter Belarusian State Medical University. There is no repressive assignment here or anything”.
